Organization and the rules of the Senate of the Oliy Majlis of the Republic of Uzbekistan
Interparliamentary and international cooperation
According to the Laws «On the Rules of the Senate of the Oliy Majlis of the Republic of Uzbekistan» and
«On the Rules of the Legislative chamber of the Oliy Majlis of the Republic of Uzbekistan» both chambers are
empowered to establish and develop international relations with parliaments of foreign states. This legislation
does not differentiate between the powers of the Legislative chamber and that of the Senate of the Oliy Majlis in
this matter; therefore, they can work together as well. International treaties regulating the state’s foreign policy
require involvement of both chambers through ratification or denunciation. The role of the Senate here is to
approve «ratification laws».
One should note a specific feature of the upper chamber which is that along with legislative and control
functions, the Senate of the Oliy Majlis has the sole power to coordinate foreign policy activity. In particular,
under the Article 80 of the Constitution the Senate of the Oliy Majlis appoints and dismisses diplomatic and other
representatives of the Republic of Uzbekistan in foreign states by decision of the President of the Republic of
Uzbekistan. Besides, there is a section of this article of the Constitution which determines exclusives rights of
the Senate as to adopt a resolution related to issues pertaining to political, social and economic life as well as
the state’s domestic and foreign policy.
This implies that members of the Senate, in particular those of the Committee on foreign relations, should
be permanently be involved in the analysis and forecasting of the state and prospects of the foreign policy of the
country, coordination of resolving short-term and long-term problems, effective realization of comprehensive national
programmes and actions in this important sphere, and in the light of comparison with the international legal
environment, implementation of country’s international obligations, and preparation to join in new international
treaties, pacts, conventions and organizations. This indicates that existing problems are significant, important
and require an integrated approach, and are to be resolved by the Senate of the Oliy Majlis within the framework
of realization of the country’s foreign policy.
Today the Senate of the Oliy Majlis of the Republic of Uzbekistan
is actively engaged in the development of cooperation with parliaments
of foreign states and international parliamentary organizations.
International cooperation is realized within the framework of regular
official visits of parliamentary delegations as well as conducting
actions aimed at strengthening international relations. The Senate
of the Oliy Majlis has the competence to conclude agreements on
interparliamentary cooperation with a view to dealing with specific
objectives, strengthening ties between the chamber and the
parliament and making sure there is continued interaction at the
level of committees of the upper chamber with their foreign colleagues.
