Shared powers of the Senate and the Legislative Chamber
of the Oliy Majlis
An effective and systematic interaction between the two chambers of the Oliy Majlis has taken place since the transition to a bicameral system in Uzbekistan in line with best international parliamentary practice. Observing the constitutional principles and being based on traditions of national parliamentarism, both chambers (the lower being a subject of legislative initiative and the upper being a part of the legislative process) demonstrate a consecutive, synergetic approach which can be seen in the exercise of shared powers. Powers of shared competence of the Senate and the Legislative chamber are as follows:
- Adoption of the Constitution of the Republic of Uzbekistan, making amendments and addenda in them;
- Adoption of constitutional laws, laws of the Republic of Uzbekistan, making amendments and addenda in them;
- Decision of the Republic of Uzbekistan to hold a referendum and setting a date for the said referendum;
- Definition of basic directions of domestic and foreign policies and adoption of strategic state programmes;
- Defining the system and powers of bodies of the legislative, executive and judicial branches in accordance with the Constitution of the Republic of Uzbekistan;
- Admission of new state institutions and approval of decisions on their secession from the structure of the Republic of Uzbekistan;
- Legislative regulation of customs, currency and credit affairs;
- Setting up taxes and other obligatory payments;
- Legislative regulation of administrative territorial organization, changing the borders of the Republic of Uzbekistan;
- Constitution, abolishment, renaming of regions, cities, districts and changing their administrative borders;
- Adoption of the State budget of the Republic of Uzbekistan presented by the Cabinet of Ministers of the Republic of Uzbekistan;
- Institution of state rewards and ranks;
- Approval of the President of Republic Uzbekistan’s decrees on institution and closing down of ministries, state committees and other state bodies;
- Formation of the Central Election Commission;
- Consideration and approval of a candidate nominated by the President of the Republic of Uzbekistan to run for Prime Minister.
- Election of the Representative of the Oliy Majlis of the Republic of Uzbekistan for human rights (Ombudsman) and his/her deputies;
- Consideration of reports of the Chamber of accounts;
- Approval of the President of the Republic of Uzbekistan’s decree declaring a state of war in the event of aggression against the Republic of Uzbekistan or if the need arises to perform treaty obligations of mutual defense against aggression;
- Approval of the President of the Republic of Uzbekistan’s decrees declaring general or partial mobilization, introduction, prolongation and cancellation of a state of emergency;
- Adoption of resolutions on ratification and denunciation of international treaties of the Republic of Uzbekistan.
